Russia postal plan for their citizens to establish public email service system

According to the Russian business daily Vedomosti reported recently, Russian Post plans to establish public e-mail service system for all citizens of the Russian federation. The Russian Post said, the project during the period of 2013 to 2015 of the budget of 31100000000 rubles ( about 6400000000 yuan).
According to the draft, every Russian citizen through electronic mail system, keep in contact and communication with the various government agencies.
